Working since January 2005, an Interagency Project Team (IPT) comprised of stakeholders in records management and enterprise architecture from 18 Federal agencies and the National Archives and Records Administration (NARA), facilitated by members of the NARA Records Management Service Components Program Office produced a document capturing the functional requirements for seven essential Records Management Services that can be supported in an electronic environment.

The resulting document is:
"Functional Requirements, Attributes, and Unified Modeling Language Class Diagrams for Records, Management Services, September 7, 2006"

During the OMG's Technical Committee meeting in Tampa, February 2006, the Government Special Interest Group was re-chartered as the Government Domain Task Force (GovDTF).

National Archives brought the initial 7-Dec-2005 version of the RMS Functional Requirements to the GovDTF at that time and the Task Force began the Records Management Services Request for Proposal (RMS RFP, officially the "MDA Models for Electronic Records Management Services RFP"

The RMS RFP was issued by the Domain Technology Committee in conjunction with the GovDTF on 30 June 2006.
